What are Strategic Feedbacks? These are the feedbacks that will be applicable in general across the city. Though it may take more time to implement these, it will bring about positive results in the long term.

What are Specific Feedbacks? These are the feedbacks that aim to bring out specific issues at specific places in the city. These are related to specific problems faced faced by citizens.


Strategic Feedbacks

SPTM-RTO-str001: Need to make the driving license process much more stringent

Present driving test that is used at the time of issuing the permanent driving license is extremely rudimentary in nature and basically only checks that the applicant has control over vehicle i.e. can take the vehicle forward or reverse, change the gears and stop. 

Now RTO has also introduced computer aided test to check applicant’s knowledge about the traffic rules, which is very good. However, even this wouldn’t be sufficient to check the applicant’s knowledge and habits about the road driving.

Basically, RTO should check how the applicant behaves on the road near signals, for right & left turns, near zebra crossing, how he changes the lanes for taking a turn. how he parks when he is asked to park the vehicle near Bus stop i.e. whether he takes care not to park in prohibited zones etc.

In short, the target must be to ensure that if an Applicant passes the test, he/she must be thoroughly aware of the traffic rules and must have proper and safe driving habits.

Basically, the mission of RTO should be
"One, who gets permanent license, thoroughly knows traffic rules and how to apply them while driving."


SPTM-RTO-str002:
Consistent driving test for each individual.

RTO officer should test each person individually, should have a template to ensure that all the points are checked and marks should be given against each point. Total points earned should decide whether the applicant passes or not. At present the driving test is very rudimentary and ad hoc, which hardly checks the knowledge of the applicant.

Also, the test should be done in actual traffic conditions. This will put pressure on driving schools to improve the learning process to a much higher level. At present, they just teach the basic skills and don't teach the rules and safe driving practices at all.


Specific Feedbacks:

SPTM-RTO-spc001:
